You enter the plea online, by mail or by phone, and it schedules a hearing in the borough where the ticket was written. You can appear in person, appear virtually, or send a statement in place of personal appearance and be told the decision by email. If you fail to appear and send no statement, your driving privilege is suspended, you may owe additional fines, and you may be convicted by default (dmv.ny.gov, plead to or pay a TVB ticket, checked September 22, 2026).
Two things worth knowing first. A guilty plea cannot be changed afterwards, and you cannot plead guilty online at all if the conviction would suspend or revoke your driving privilege. At the hearing the charge has to be proved by clear and convincing evidence, and you cannot be found guilty merely for not testifying (dmv.ny.gov, checked September 22, 2026).
That one is not the bureau's. The city hears it, disputing is free on the city's own site, and the window is 30 days from the date on the ticket (nyc.gov, dispute a ticket, checked September 22, 2026). Before you write anything, look at what is actually open on the plate.
