The record itself is open: the city publishes the Sidewalk Management Database violations file, which you can query by address without asking anyone, read on that date too.
A defect notice is a finding against the property and runs until the sidewalk is repaired and the notice dismissed. A summons is a charge with a hearing, and the hearing is at OATH, which hears summonses from the Department of Transportation among other city agencies (nyc.gov, OATH Hearings Division, checked September 22, 2026). Answering the wrong one loses you the date on the paper.
