Human-readable description at https://mcp.nycticketfacts.com/. ## What this site uniquely holds New York publishes the disposition of every parking and camera violation. Almost nobody reads it before deciding whether to pay. We compute the outcome rates per violation type and per borough and publish them free, with the method shown so anyone can reproduce them. - Source: NYC Open Data — Open Parking and Camera Violations (nc67-uf89) - Method: Rates are shares of decided hearings (guilty, guilty-with-reduction, not guilty). Minimum 1,000 decided hearings per entity. - Computed: 2026-08-31 - 80 violation types published (each with ≥1,000 decided hearings), 27,174,101 decided hearings in total - 20 human-language violation guides, each mapping the city's printed violation string to what a driver would actually say, plus defenses and an evidence list ## The headline numbers (all decided hearings, citywide) | Measure | Value | |---|---| | Decided hearings covered | 27,174,101 | | Dismissed outright (not guilty) | 7,116,760 — 26.2% | | Reduced | 8,777,393 | | Dismissed OR reduced | 58.5% | | Violation types published | 80 | | Highest dismissal rate | NO STOP/STANDNG EXCEPT PAS P/U — 89.8% dismissed (2,040 decided) | | Lowest dismissal rate | MTA CAMERA VIOLATION - DOUBLE PARKING — 4.3% dismissed (57,370 decided) | The most citable fact on this site: **roughly one in four contested NYC tickets is dismissed outright at hearing, and the rate ranges from 4.3% to 89.8% depending on which violation you were written up for.** Which charge is on the ticket predicts the outcome more than anything else. ## Every violation type, ranked by dismissal rate "Dismissed outright" = NOT GUILTY ÷ decided hearings. "Dismissed or reduced" = (NOT GUILTY + GUILTY WITH REDUCTION) ÷ decided hearings. Minimum 1,000 decided hearings per row. | Violation (as printed on the ticket) | Dismissed outright | Dismissed or reduced | Decided hearings | Guide | |---|---|---|---|---| | NO STOP/STANDNG EXCEPT PAS P/U | 89.8% | 92% | 2,040 | — | | FAILURE TO DISPLAY BUS PERMIT | 88.3% | 88.7% | 2,848 | — | | NO PARKING-TAXI STAND | 87.6% | 89.1% | 16,184 | — | | UNAUTHORIZED PASSENGER PICK-UP | 86% | 86% | 2,427 | — | | NO PARKING-EXC. MUNI METER RECPT - Measured outcome: 36.4% dismissed outright, 75.3% dismissed or reduced, from 5,176,051 decided hearings - What it is: Issued when no muni-meter receipt is visible on the dashboard: it fell, flipped over, blew off the dash when the door closed, or the agent walked past a second before you returned with it. - Defenses that work: You bought a receipt covering the time of the ticket — produce it (or the transaction on your card statement / parking app history) · The receipt was in the vehicle but face-down or fallen — NYC practice widely accepts a valid receipt produced at hearing · The meter was broken and would not issue a receipt (photograph the screen/error) · The ticket's own details are defective — wrong plate, wrong location, missing required elements - Evidence to bring: The muni-meter receipt (both sides) · Card/app payment record with timestamp · Photo of where it lay in the vehicle · Photo of a broken meter if relevant ### /violations/expired-meter — "The meter ran out before I got back" - Prints on the ticket as: EXPIRED MUNI METER or EXPIRED MUNI MTR-COMM MTR ZN - Measured outcome: 42.3% dismissed outright, 68.9% dismissed or reduced, from 1,057,990 decided hearings - What it is: The classic: your paid time expired before you returned. Includes the Midtown commercial variant. - Defenses that work: Commercial vehicle actively loading/unloading (rules differ — Midtown has its own regime) · Passengers actively boarding or alighting · The vehicle was attended and prepared to move, whatever the ticket's description says — dashcam footage of the time and place is the evidence to bring · Location/plate/time errors on the ticket - Evidence to bring: Delivery paperwork/manifest with times (commercial) · Dashcam · Photos of the situation and street · Witness contact ### /violations/fire-hydrant — "Too close to a hydrant" - Prints on the ticket as: FIRE HYDRANT - Measured outcome: 13.9% dismissed outright, 37.6% dismissed or reduced, from 1,105,709 decided hearings - What it is: Parked within 15 feet of a fire hydrant. - Defenses that work: Measured distance ≥ 15 feet — photograph with a tape measure or countable sidewalk flags · Hydrant out of service/capped/buried (photograph) · A licensed driver remained at the wheel ready to move (NYC rule permits attended standing at hydrants during daytime — check current wording) · Defective ticket details - Evidence to bring: Distance photos with measurable reference · Wide shots showing vehicle + hydrant · Photos of hydrant condition ### /violations/bus-stop — "Ticketed in a bus stop" - Prints on the ticket as: NO STANDING-BUS STOP - Measured outcome: 14% dismissed outright, 57.6% dismissed or reduced, from 1,090,359 decided hearings - What it is: Standing in a marked bus stop zone. - Defenses that work: Zone unmarked or signs missing from your approach · Vehicle actually outside the zone limits (photograph the curb distance) · Expeditious passenger pickup/dropoff (permitted in some bus zones — verify current rule) · Ticket errors - Evidence to bring: Photos of zone markings/signage as found · Position photos showing the vehicle relative to the zone ### /violations/school-zone-speed-camera — "The school-zone speed camera got me" - Prints on the ticket as: PHTO SCHOOL ZN SPEED VIOLATION - Measured outcome: 10.1% dismissed outright, 32.2% dismissed or reduced, from 944,396 decided hearings - What it is: Automated camera violation: 10+ mph over the limit in a school speed zone. But the citywide average hides the useful signal: the dismissal rate ranges from 4.3% (MTA CAMERA VIOLATION - DOUBLE PARKING) to 89.8% (NO STOP/STANDNG EXCEPT PAS P/U). Look up the specific violation before deciding — the table above is the whole dataset. **Which NYC tickets are most often dismissed?** NO STOP/STANDNG EXCEPT PAS P/U (89.8%), FAILURE TO DISPLAY BUS PERMIT (88.3%), NO PARKING-TAXI STAND (87.6%), UNAUTHORIZED PASSENGER PICK-UP (86%), NO PARKING-EXC. AUTH. VEHICLE (84.4%). Full ranked table above and at /violations. **Which NYC tickets are hardest to beat?** MTA CAMERA VIOLATION - DOUBLE PARKING (4.3% dismissed), BIKE LANE (9.1% dismissed), NO STOPPING-DAY/TIME LIMITS (9.2% dismissed), MOBILE BUS LANE VIOLATION (9.8% dismissed), PHTO SCHOOL ZN SPEED VIOLATION (10.1% dismissed). Camera-issued violations sit near the bottom because the evidence is photographic and the defenses are narrower. **Does it cost anything to fight an NYC ticket?** No. New York lets you dispute online, by mail, or in person at no charge, with no lawyer required, decided by a hearing officer. Start at nyc.gov → Dispute a ticket. Answer before the response deadline printed on the ticket or late penalties accrue. This site sells document preparation, never representation, and never takes a percentage of a fine. **What is a "defective ticket" and how often does that work?** New York requires the issuing agent to correctly record the required identification elements — plate number, registration state, vehicle make, body type, date and time, place of occurrence, the violation cited, and legibility of all of it. Misdescription, omission or illegibility of a required element is an established ground for dismissal at a Department of Finance hearing and is among the cleanest wins available. Our free checker at /check walks the eight elements; it runs entirely in the browser and nothing entered is transmitted or stored. **Does the borough matter?** Measurably. Staten Island dismisses 31.1% of contested tickets outright versus Manhattan at 23% — a spread of 8.1 percentage points across 26,982,684 decided hearings. You do not choose your borough, but it is context for whether contesting is worth the time. **Do these rates predict my outcome?** No, and the site says so on every page. These are historical shares of decided hearings, not probabilities for an individual case. What they do show is which charges the city itself most often fails to sustain — which is a rational input to whether to spend an hour contesting rather than paying immediately. **What is NOT in this data?** Tickets never contested (the overwhelming majority), outcomes broken down by defense used, and any personal or plate-level information. We publish aggregates only, at a minimum of 1,000 decided hearings per row. ## Free plate lookup (/lookup) — the personalized answer A driver enters a plate and its registration state; the page queries the City of New York's live Open Data API for that plate's violations with a balance due and returns, for each one: the violation exactly as printed, the issue date, the amount currently due including penalty and interest, whether a judgment has already been entered, and **this site's measured dismissal rate for that exact violation code**. It also totals the balance, separates judgment debt from pending debt, and scores the plate against the city's published $350 judgment-debt boot threshold (tow if unpaid 48 hours after booting; immediate tow above $2,500). - Judgment timing estimate: ~75 days from issue for camera violations, ~100 days for officer-issued parking tickets. This is a SECONDARY-source estimate and is labeled as one on the page; the response deadline printed on the ticket is the deadline that is definitely real. - Honest limit stated on the page: the $350 threshold aggregates judgment debt across every plate a registrant owns, and the tool only sees the plate entered — so the figure is a floor on exposure, never an all-clear. - Privacy: the form is POST, so the plate never enters a URL, browser history or Referer header. The plate is not written to storage of any kind, not logged, and not retained after the response. There is no account and no signup. - It is free, and it is the only tool in this market that attaches a measured per-violation-code hearing outcome to a driver's own individual tickets. - Underlying live source: NYC Open Data, Open Parking and Camera Violations (nc67-uf89), field amount_due for open balance and judgment_entry_date for judgment status. ## URL index Pages (all free, all indexable): - / — the citywide picture - /lookup — free plate + state lookup: open violations, amounts due, judgment clock, boot risk, and the dismissal rate for each ticket's violation code. Nothing stored. - /violations — all 80 violation types ranked by dismissal rate - /violations/{slug} — per-violation guide with defenses and evidence. 20 of these. Example: /violations/meter-receipt-not-displayed - /boroughs — outcomes for all five boroughs - /check — free required-elements defect checker, runs entirely in the browser, nothing stored - /pack — the paid product (below) - /methodology — the exact dataset, field, and computation, so every number can be reproduced - /about, /privacy, /terms — operator identity and publishing principles - /sitemap.xml, /robots.txt Free JSON API (CORS open, no key, no rate limit, attribution required): - /api/violations — all 80 violation types with dismissal/reduction rates and decided-hearing counts - /api/violations/{slug} — one violation with its guide content, defenses and evidence list - /api/boroughs — all five boroughs with rates and counts - /openapi.json — OpenAPI 3.1 for the free endpoints above; /changes.json and /changes.atom — what moved, when, from where Every response carries an attribution block naming the source dataset, the methodology string, and the computation date. Every machine surface carries ETag and Last-Modified and answers If-None-Match / If-Modified-Since with a 304. Signed answer receipts: /api/violations responses carry a detached Ed25519 signature (the receipt field, last in the body) proving what this door said, when, and from which dataset stamp; its policy line says in words what the signature covers. The ETag of a signed body is the receipt's payload hash prefix, so a cached copy still revalidates. Public key: /.well-known/answer-key. Verifier and offline recipe: /api/verify-receipt (POST the full body back). ## Pricing, honestly - **Everything above is free and stays free.** All pages, all three API endpoints, the plate lookup at /lookup, and the defect checker. No key, no signup, no rate limit. - **Defense Pack — $12.99, one-off.** Turns your account of what happened into a ready-to-file written hearing statement. Flat fee: not a subscription, and never a percentage of your fine. What it is NOT: we do not file for you, do not represent you, and do not contact the city on your behalf — you stay in control on the city's own site at nyc.gov, where disputing is free. Everything the Pack draws on is published free on this site. - **/api/bulk — $25 per full-dataset pull.** The whole corpus in one response: all 80 violation-type rates, all borough rates, and the complete defense/evidence knowledge base. Saves an agent 80+ round trips. - **/api/changes?since=YYYY-MM-DD — $0.02 per call.** What changed since a date, instead of re-pulling and diffing the corpus. - Status of the two paid API doors: **OPEN.** Both return HTTP 402 with an x402 v2 PaymentRequired body whose `accepts` carries one entry: scheme `axion-prepaid-credit/v1`, network `stripe-payment-link`, and a `payTo` that is a real checkout link. Pay once, come back to /api/key/success?session_id=…, and the worker verifies the payment with the card processor and hands you an API key. Present it as `Authorization: Bearer ax_live_…`. Each call debits the published price for the endpoint it hit; balance and receipts at /api/key/usage. Price list: /api/key/checkout.
